| Synopsis | For the purpose of providing that if the county councils of Montgomery and Prince George's County fail to concur in a change in the funding of an item in the operating budget of the Washington Suburban Sanitary Commission by a certain time, the funding levels may not exceed a certain level; providing that if the county councils of Montgomery and Prince George's Counties fail to approve the operating budget of the Commission by a certain time the funding levels for the operating budget may not exceed a certain level; requiring the Commission, in approving a rate schedule for certain charges, to specify the percentages of the charges that shall be used to fund items in the capital budget and items in the operating budget, respectively; prohibiting the portion of the rates for certain charges that are used to fund items in the operating budget from increasing by more than a certain percentage in any year; requiring the Commission to give written notice of a proposed modification of an existing rate, charge, or assessment to each customer in a certain manner; requiring the Commission to reduce a certain sum owed for the extinguishment or redemption of a front foot benefit charge by a certain amount under certain circumstances; and generally relating to the budget approval, rates, and front foot benefit charges of the Washington Suburban Sanitary Commission. |
