How To Testify At A Montgomery County Hearing

Any individual or group wishing to testify at Montgomery County public hearings should be aware of the following protocol:

Please sign up by noon on the day of the hearing. If the hearing is in Annapolis please sign up 30 minutes prior to the hearing. Those registering later than that may be taken on a walk-in basis the day of the hearing at the discretion of the Chairman.

Written testimony is not required, but if you choose to bring it, please bring 40 copies. The bill number should be clearly indicated in the upper right hand corner of the testimony.

Testimony should be delivered to hearing staff at least 30 minutes prior to the start of the hearing. Testimony may also be e-mailed to lish@mlis.state.md.us at least one day in advance of the hearing to allow time for copying and distribution.

Individuals will have two minutes in which to speak; representatives of organizations will have three minutes. Organizations will be limited to one representative speaking for three minutes. There is no ceding of time.
